I didn't know that General Dallaire wrote a book. I'll have to check that out.
I agree that the human way is to intervene to stop it, regardless of the politics. I think the question then is how to ensure that the problem does not flare up once military forces are withdrawn/drawn down. That is where the politics come most strongly into play, for better and worse.
